How come Tyr is reforged and present at Amirdrassil despite campaign being not implemented yet ?
Could be that the Emerald Dream epilogue quest was intended to take place after the 3rd part of the Tyr questline but the Tyr questline got pushed back for business reasons (Blizzard is trying to keep people subbed for as long as possible and the Wrathion and Vyranoth questline with the Netherdrake mount was a more attractive second week offering than a white paint job for dragons). However, the second part of the Tyr questline implies that Alexstraza will kill Tyr (probably in part 3 tomorrow) so Tyr might not be alive, in which case him being here could be a hold over from rewrites.
Cause they gate the campaign like fools.
Also Jaina, Khadgar and Thrall just drop in announced.
Like, the story of this patch isn't as bad as people make it. The party was a great touch. It reminded me of the guild wars expansions that always had these cool after parties that feel like a great epilogue.
But, the gating ruined everything. The story is disjointed. We are supposed to gather everyone before we confront Fyrakk, not after.
Because 99% of players will do the Tyr quest before beating Fyrakk in LFR.
Kind of the same thing they did in Korthia back in Shadowlands. As soon as you could finish the SoD raid the denouement was available to witness whether or not you'd touched on the rest of the campaign quests and so on - which could be confusing if you just so happened to do the two out of order, or if you were waiting on LFR to be accessible and didn't already know the outcome of the raid. Kill Fyrakk in Dragonflight before you complete the restoration of Tyr in the campaign quest chain, and Tyr shows up out of sequence in the Emerald Dream.

Yes, but the quests that lead to that were gated. The secondary quests such as recruiting the faronir and the netherflight. There are some missing, such as seeing to all these other characters coming to help and Tyr just being there even though the questline was still locked. That is the part where we charge in to defeat Fyrakk.
There is stuff missing and stuff gated for no reason.
