Hard to follow your "message a blue admin" suggestion.

You had suggested to message a blue admin that we can see on 'currently online' when a subforum admin is misbehaving, but: 1) The one I messaged who was posting yesterday in this forum is not responding 2) You have disabled seeing who is online on the forum index and 3) The signatures you have that show blue admins do not have clickable links to their pages and it's unclear how to find them unless you figure out you have to go to the forum index and then inside a subforum and then click search and then click advanced search and then put their name in the search box for names.

If you're using some kind of customizable ad-blocker or site configurator extension, you may also have misconfigured it as the "Who's Online" section of the site hasn't been removed or disabled:

There is a "Contact Us" link at the top of the forum that goes direct to the site admin. It has been there for years and years.

Additionally, PMs can be sent to multiple mods. You just need to make sure to include multiple names in the "To" line, similar to how an email might work.

User profiles for each mod should show who is currently online or was recently active, but it's rare that something is so urgent it needs to go immediately to someone who is online right this second. Sending a PM to any blue mod should be fine. If they are too busy to handle, the protocol is to forward it to another who can review it within a reasonable time frame.

The names in our signatures are not clickable to profile due to character restrictions in signatures that don't allow us to add that many links (some of us had links there when there were less of us). I keep the list there are a courtesy to make things easy to find us, but we're still limited by what the forum allows. That said, assuming you're looking for the name to send a PM anyway, you don't need to access our profile, just see the spelling for including in your PM.
