They tried to recruit new mods multiple times. Clearly no one was interested. Or anyone who might be interested has enough infractions for asinine reasons in their past that they would not bother to apply.

Each application is reviewed individually and, while any past infractions are certainly looked at, if there are very few, they happened long ago, or they are mostly small stuff, it's entirely possible we'll recruit you.
