I don't really know how to describe it but i've been back for less than a month mostly leveling classes to find out what i want to be for TWW and i LIKE the idea of the monk but it just seems like i'm waiting forever for the energy to tiger palm, to get a couple chi. Yet on all the youtube Guides i've seen people praise how smooth the monk feels, but to me, it feels off, I will say my monk is only level 20, and i've don't a quick look over the talents but might be missing things.
Leveling will always feel relatively slow rotationally because you have such low haste
Haste is now by far WW best stat, so if you like fast paced and smooth classes with high APM, WW will be a good choice - but you won't really feel it until 70/80 and you're getting haste gear

Also you're level 20, you're missing out on so many talents that will passively speed up your gameplay/ resource generation - you should feel noticably more powerful and smoother as you level up
Yes Windwalker monks get better with higher haste.
Problem with WoW is that the classes (and the game as a whole) is designed to be played at the current level cap, and prior to that you're going to have a bad experience.
Best way to experience Monk is to skip it forward to end game. Leveling one kinda sucks. I had a terrible time leveling one back in the day, and I doubt the experience changed much over the years given how little focus they put into the actual class leveling experience.
Make use of catchup mechanics and level skipping as much as possible. This is just one of those classes that were designed for end game. I'd say Priest is in a similar boat; terrible for leveling but decent once you hit end game.
I started my very first monk last night and honestly getting through the new starter experience was an absolute chore and I was bored out of my mind with monk before reaching lvl 10 due to how bad it felt to play.
I managed to leave the exiles reach area and get to 12 but I lost interest and deleted the character, might try again with an allied race one day but for now ugh no thanks.
