Piracy isn't a new thing at all to Warcraft. Any race can decide they want to be a Privateer and "Chart their own destiny"
Seriously. This is an hell of a good idea. I really like it. And now i know it, I wish this is a thing in WoW.

Maybe you just start as a regular Alliance or Horde character and at level 10 you can visit some guy in Booty Bay (Bloodsail Buccaneer in disguise) where you can start a questline to prove your worthy to be able to join the newly created Faction 'Bloodsail Confederation', of which the Bloodsail Buccaneers would be part of. And so are other pirate crews, like that Keg Leg's Crew from Plunderstorm etc..
Ofcourse you wouldn't be able to visit Alliance/Horde towns/cities. So you get a new capital city for all your city needs inspired by Nassau (Black Sails)/Tortuga (Pirates of the Caribbean). Perhaps Bloodsail Hold on Plunder Isle could be introduced for this??

Realistically what you want is just the kind of better faction system they could implement if they finally decided to make the sequel after Last Titan. We don't really need to be hard-locked to two factions and you could easily make factions semi-permeable, so certain core races are locked out of another faction but most can play in multiple factions.
One day I look forward to seeing full grown adults realize that their averse reactions to levity and positive/contemplative expressions of emotion are a cry for therapy.

What other races already have subfactions that could reasonably join the opposite player Faction?
none, because it doesn't make sense.

Maybe the semi-permeable races could be the current allied races. I think it's important to still have a definition of opposing factions and races, cause that is the core of the Warcraft franchise. That leaves 6 core races per faction (8 if you include pandaren and dracthyr) and i think that is OK.

I'm saying have more than 2 Factions and have the world state seriously evolve. I would also say that most allied races should probably be folded into the customization options for other races. Maybe not Vulpera and Goblin for example, but DIDwarf and Dwarf? Absolutely.

Let's say we had 4 Factions (not giving them proper names, they're examples)? Northern Kalimdor with Darnassus, Exodar, and maybe Gilneas as one. Southern EK with Stormwind, Dun Murogh, Gnomeregan and Kul Tiras. Northern EK with Lordaeron/Undercity, Quel'thalas, etc... And Central Kalimdor with Durotar, Mulgore, and the Echo Isles.

Northern Kalimdor's core race would be NElves.
Central Kalimdor's core race would be Orcs.
Southern EK's core race would be Humans.
Northern EK's core race would Undead.
These guys would only ever be in their main faction or maybe have one option for transfer. But a Tauren could certainly join up with the forces of Night Elves, and they have a long history with the BElves and Undead, so they could take their pick there. Gnomes could probably pop up just about anywhere, but Dwarves might have a narrower field of options. And so on. I also would say that, with the exception of the Main Capitals, individual players not in war mode could probably be allowed to do some quests in other factions towns/territories; that way factions can still be broadly at war but adventurers allowed to collaborate on less political issues.
You would kinda need to give the NElves and BElves Nightborne options with this though

Vulpera, Dracthyr, and Pandaren I would see being brought back later into the game but allowed to join anyone. Same with the Goblins but them I could see right from the get go.

It doesn't really need to make sense.

Alliance and Horde continuing to exist doesn't even make sense. Horde should have been killed off and reformed under a new name and banner multiple times now. The Horde should live and die with its Warchief, and every time a new Warchief arises it should be under a new banner, the same way Garrosh formed the Iron Horde or Rend Blackhand formed the Dark Horde and continued to rule under the Blackrock banner.

But here we are with an Alliance and Horde bereft of their identities, with races that don't really make sense within their ranks. Adding more to the chaos isn't gonna change much.

    What?

Nightborne make *more* sense as a neutral race, for example.

It doesn't need to happen in the first place.

Introducing neutral races was a fucking bad idea, making races who are already part of one faction neutral is next level stupidity that would ruin even more the game setting and immersion.

Blood Elves on Horde was already one of the biggest 'nonsense' travesties that exists today, and that isn't even a neutral race. We're well past there being any real immersion from races on your Faction. Any Horde group that has a single Blood Elf in the party already disrupts the entire immersive experience of being Horde.

Your complaint is 18 years too late. We're well past the point where races on factions make sense.

You're just being fussy about shit that already happened to the game since its very first expansion. We both know this has nothing to do with races becoming neutral. You just using this as an excuse to complain about the lack of immersion in the game.

Considering the Twilight's Hammer, Cenarion Circle, and Darkmoon Faire already have races from both main factions under one roof as Neutral, the easy answer is ...

    ALL races could be Neutral.
