factions in the technical sense have already been an outdated disaster gameplay-wise since long ago, if we just take a look at pvp some realm groups always alliance winning and some other realm groups always horde winning, a third faction would make no sense especially since we are long past wow's prime in terms of player numbers, also it makes no sense lorewise either since the alliance horde war ended for good since battle for azeroth expansion and now they are basically all together, arthas sister even rules the undead now
if anything they should have moved fully to the other direction already, all pve queues for dungeons/raids should be faction-wide and the pvp queues should be a mix of people from both factions to be balanced

yeah, semantics is not what makes the world feel like world... at least to anybody else but you...
this is literaly first time i see someone even think about if the word neutral fits, bcs everybody understands it and its meaningless if it would change...
seems like you just have WAY too much free time on your hands...
and btw if you want to play semantics, those races ARE neutral, player controled characters, and in case of pandaren some of npc aswell, picked a side to join, so those INDIVIDUALS are not neutral, but the races remained neutral

I would argue that there are neutral playable races, but no neutral playable characters (outside the Pandaren starting zone). But i'd also argue that this is ultimately a complete non-issue that isn't really deserving of discussion and for technical reasons unlikely to change.
