    Funny story: it does NOT or at least it does not in the way you think. I just logged in a PTR and I found a character FROM BEFORE THE LAUNCH OF DRAGONFLIGHT (from that PTR or Beta I guess).

    Basically it's unstable if you will even find a server online but your characters are relatively stable in there (not guaranteed of course).

    Nope. I was playing the new zones and I don't even have Dragonflight let alone this one.

    It gets kinda boring for "single player" after you reach the city to be honest.

    Since I play the PTR fully without even having Dragonflight let alone the latest one I must have a special status by Blizzard according to your post and I doubt you're right.

    You can do anything you want. You can even raid in most cases (if some subsystems are not completely down).

    It's just that nobody is going to be around seriously for long unless it's a hard core guild testing short term.
