

Because i consider extra power systems that go on top of the usual power systems (regular gear, trinkets, tier and well, your class) to work better either as something that will be with the player for a long journey (expansion) or as something that is intended to be a big power bump at the end of that same long journey. By making the ring an early mini-patch system, designed to be obsolote shortly after the next season starts, you risk having a good fun system that doesn't last long enough when we are still on the same journey.
And in this particular case to me this is not a selling point because well... there is nothing new abou it, it's just the onyx annulet but with a 3D model. So i know what to expect, the good and the bad.

New raids, dungeons, zones etc. etc. aren't exactly a new thing, either, yet all of those things are THE selling points for many players - specifically for players who enjoy that type of content.
So if there are players who enjoyed onyx annulet as a short term, but fun borrowed power thing, this is probably a good selling point for them.
Anyway, we're fixating on a single addition in a preview that advertised plenty of other content: a new zone, questline conclusions, events, secrets, tmogs, mounts and probably some other things I've missed. And while none of that is ground breaking, the usual things that keep players subbed aren't either. It's the formulaic nature of seasons, whether players want to admit that or not.
Well i wouldn't say that the presence of new zones, dungeons and raids is a selling point for an expansion. Sure, a first impression of the specific zones or themes can be, but them existing in a new expansion is just expected. I mean, i don't know what zones, dungeons and raids the last titan will have and still i know that there will be new zones, new dungeons and new raids, to the point that i could ignore every piece of information and just jump straight into the game whenever it releases and find it pretty normal that i'm playing throug new zones and joining new dungeons.
But in the end my opinion about smaller borrowed power systems is just that, my opinion, if there are players that find the ring to be exciting well, good for them!
And just to be clear, i think the patch is fine for what it is, even if i dislike how the zone looks and them reusing the ring looks lazy in my eyes.
