No, I think you can buy the same product multiple times.

The Terms only say:

If the codes for these can be transferred and redeemed on EU then they'll simply end up being sold on Ebay for large amounts of cash! Would probably be way cheaper and faster to just purchase Lil' Ragnaros directly from the Blizzard store.
