For what content? For current, no, but you should be able to get one crafted if needed

Closest thing you can get to buying usable gear for current content is crafting orders. You need one spark you get from weekly activities (one half per week, or per activity untill you have caufht up) to make it current season gear, and then need to use Enchanted crest to make it match Heroic/Mythic item level.

It depends on what you mean by decent. Bobadormu sells a decent blue quality shield at the Anniversary event area for a pretty low amount of Timewarped badges (Which are pretty easy to get at the event). If you are looking for something more purple you'll need to look elsewhere.

You can get a starting ilevel blue shield for delve undercoins (https://www.wowhead.com/item=211040/...ed-vault-hatch)
You can get a LFR ilevel shield for anniversary event keys (https://www.wowhead.com/item=231394/stoneshell-guard).

And then obviously there are all the other default end game sources like delves, instances, raids and crafting.
