My scribe is OCD completionist. Does anyone know if he can faction-change, buy the one he doesn't have from vendor (but not learn it yet), then swap back to learn it? Will it stay the one he wants or magically swap to its counterpart?

It will stay faction based and it requires being of the faction to use.
