• Accept A Pirate Predicament from Alyx at the Celebration Pavilion.
• Speak with Bonenose to begin Pirate Foods and Superstitions, then travel to Booty Bay.

• Head to the bottom floor of a building to find Mrs. Gant. Speak with her, then click the nearby barrel to obtain the cooking notes.

• Find Scowling Rosa, who is patrolling around Booty Bay, and ask her to decipher the notes.

• Take the quest A Pirate Missive from Alyx at the Celebration Pavilion.
• Travel once more to Booty Bay and speak with Scowling Rosa.
• Obtain the following ingredients by farming them or purchasing them from the Auction House:
  
  • Swiftthistle x2
  • Witchberries x2
  • Small Flame Sac x1
  • Aromatic Fish Oil x2
  • Bloodfin Catfish x5
  • Deviate Fish x4
  • Nettlefish x2
  • Furious Crawdad x3
• Once you have all the items, return to Bonenose in Tanaris.

• Inform Bonenose that you have gathered all the ingredients and he will reveal that a secret ingredient is still missing.
• Head to Hrothgar's Landing in Northrend and loot the Cold Storage to obtain the secret ingredient Deep Sea Monsterbelly.

Since it's not there for some reason, the first step of talking to Bonenose happens in Tanaris, north of the celebration area. For whatever reason it didn't give me a questmarker, so it's worth noting in case the same happens to others.
