I rally like the idea if a city map, but if it's to be kept at a level where players can move with fairly ease, we'd need to exclude the top most tier, and just use the lower city. And that might make the map too small.

If they made it a quick fight, with fewer players, they could unclude freeport and Boralus with it. Even Zul'Dazar Port.
