If your expecting anything other than a Garrison styled instance your setting yourself up to be disappointed.
LOTRO does it this way and I quite like this approach. You have an instanced neighborhood shared between 20 or so players and 1 to 3 guilds. You can invite people to your home and neighborhood, so anyone can visit if invited. Also, there are different themed neighborhoods that are accessed from different parts of the map. This could work well in WoW: you have Stormwind to access the human neighborhood, Ironforge to access the dwarf one and so on...so you need to go to the city hub to actually access and still need to go there for AH or other services that are not IN the neighborhood, but quite close, so they're available and help give more life to cities.

Still not too sure about Bel'ameth being the capital, the Night Elves shouldn't be kicked off of Kalimdor and need to make a new home elsewhere, they should retake their lands and make their city there. Tyrande did say in a cinematic in Bel'ameth that "This won't be our only home. Val'sharah, Hyjal, Ashenvale, they are all sacred places to us." as well as talking about planting Teldrassil anew once life blooms on it's ashen shores.
I put mine in Dornogal cause it's where the highest content is, and cause it's not another races capital like Stormwind so it's not so bad. I might just set it to Bel'ameth though since it's the best place to be and isn't too far from Dornogal, so I can still get to the pvp vendors and quest givers etc along with any story stuff that happens there.
from what it looks like player housing is a feature for midnight expansion and will become irrelevant after it, its always like that with wow, there hasnt been any stable expansion feature that was relevant afterwards, it will be surprising if even hero talents continued after war within at this point
And people will care what others houses look like and visit them.
Remember, just because YOU don't find something appealing, doesn't mean there's a whole bunch of other people that do.
They've said it'll be evergreen content, not a one-and-done.

pokemon never went away. Even the current celebration includes pet battles.
Every xpac they add new pets. Always kinda wondered how popular it is to get so much effort.
I think housing is boring af and people should rather focus on irl home but i could see it attracting a similar userbase as pet battles.

As for your thread post. I agree it could be a answer to it. But they could also make the more relevant. more of the celebrations in the cities. special things via main cities.
