There are a few other big issues with world PvP that need to be addressed.
1. War mode phasing implemented at the start of BFA makes it so that people can't see yellow names or world PvP going on while they are out in the world. They don't see an invitation to join. With it being a small button at the bottom corner of a talent menu, people forget that it is a thing and will never participate, curtailing newblood which are the lifeblood of any activity.
2. There are no territories to fight over and control like in DaoC or WAR, or even POIs like Halaa or Wintergrasp. A one off world quest is not compelling thematically, and the zerg respawn FFA mosh pit quickly becomes boring.
3. There are no enticing world PvP rewards to keep people playing the game mode for a while outside of the Nazjatar RP banners.
4. People can now fly around at very high speed, but it is difficult to catch them and fight them. The Net-o-matic's range is too short given current velocities. Unless you are camping the Coreway gate in the Ringing Deeps, you will not be able to see a target, click them, land, and get a cast off of your net-o-matic before they fly out of range. The Qalashi Wingshredder from Dragonflight had greater range and allowed you to more easily nab people, but it was exclusive to the Dragon Isles and no equivalent has been made for TWW.
