At any given time, prime time, weekend, whatever, the activity pool of people looking for groups is miniscule compared to previous expansions. This includes PvP and M+. Raids you can very easily see from stats that less and less guilds are completing content per season than in previous expansions. The game is dead compared to nearly any point in the last 20 years and feels like the end of Warlords and Shadowlands and it's barely the middle of the expansion.
