They seemed to have neglected the other problem with PvP, particularly with the 40-man ones : the pre-mades.

Epic BG's have been a cancerous shit show for long enough and I've just accepted Blizzard couldnd't give two shits about them therefore they will never be better. Premades also ruined the PVP experience for me whether it was epic bg's or coming up against a 5 man blitz premade that just stomped the shit out of you. I wonder what the participation levels are for PVP nowadays but as someone who used to love the casual side of PVP since TBC this is the worst I've ever seen it and isn't even worth wasting time over.
I didn't realize that shooting over the WG walls is considered an exploit. :O I thought it was an instance of clever gameplay.
This is why your awesome achievements are worthless. Every noob with a bit of money can get what you have achieved with hard work.
The definition of that lies solely with Blizzard. They get to determine which bug or unintended behavior is an exploit and which is simply clever use of game mechanics. The rule of thumb is that anything that obviously seems like it shouldn't work like that to an average, reasonable player is probably an exploit, but only Blizzard gets to say for sure. And of course not all exploit will be actioned, either; another thing Blizzard gets to do at their pleasure.
With this particular one I think it seems reasonable to assume this isn't intended, as it bypasses a significant part of the defenses - which while smart from a let's-lay-siege-to-this-fortress perspective should seem fairly obviously unintentional in the context of a fair PvP match designed around iterative progression.
As for the larger complaints... yeah, well, as many people have already identified, PvP has become largely an afterthought. Many things are wrong with it or problematic. Almost none of them are priorities or even particularly high up on the list. Because by and large, not enough people actually care about this content. As some streamers have been saying for years, almost anyone remotely serious about PvP in a fantasy game has long since gone to actual PvP games. And so PvP has kind of lingered in a half-state of being the red-headed stepchild of WoW content, with a core of diehard adherents and a giant periphery of people who barely give a fuck. And those, unfortunately, weigh so much more in terms of resource allocation importance.
pvp has already been dead this season so yeah. classic or retail pve is the way to go.
