MMO-C polls can only contain up to 20 options, and there are no up to date character sorters, so people are just gonna have to list their favorites.
In no particular order:
Garrosh Hellscream. Probably the best original WoW character introduced. Good character design, good voice acting by Patrick Seitz, worked both as a leader to rally behind and as a threatening antagonist (mainly for Alliance players). Neat boss fight.
General Nazgrim: underrated as just being a loyal man.
Lorewalker Cho. Really brought to life by Jim Cumming's voice acting. His mistweaving and menagerie of pets were underutilized.
Runas the Shamed. Another character really fleshed out by Jim Cumming's voice. Very sympathetic in just a few lines.
Lei Shen: probably the best one off villain WoW has had. Cool character design, decent voice acting, but also good buildup to him without him feeling overhyped or outstaying his welcome like so many other WoW villains.
Wrathion: from the MoP legendary questline in which he spruces up the story by being some guy on the side you are working for. He is written so that he is an rich somewhat amoral prince, so even if your character isn't on board with him morally, you might still be willing to work for him to get his goodies so that you can accomplish your own objectives. As opposed to later expansions where you get railroaded/character assassinated into working for Khadgar or Magni or Anduin when you might not have any real good reason to do so. Sadly BFA character assassinates him into being yet another do-gooder you are supposed to rally behind.
Marasmius: fun one off character, combination of his voice with his mushroom appearance. Sadly he is an entirely optional so most players probably missed him.
Marileth: another neat one off character from Shadowlands. What sticks out to my mind is the finale of the questline he is involved in where he becomes very somber and then you realize what happened.
Velen: neat character design and voice. Sadly underutilized.
Honorable mention: the Weaver and the Vizier from TWW. They had neat designs and voice acting, though I otherwise did not care for them much.
Mixed bag: Khadgar. He was initially somewhat cool in early WoD as a serious leader who sometimes cracked a joke or two, which gave some dimension to him. He was also voiced by the Stargate SG-1 actor. Unfortunately he quickly became flanderized into being a jokester and loss what gravitas he had.
