The way wow expansions work is when new expansion comes out old expansion just becomes part of wow with no expansions
as such people like wowisdead64 who doesn't buy expansions will have War Within meanwhile whether you buy midnight or not you will have access to the entirety of War Within minus any limited time things (AOTC, CE, M+ Achivements, etc etc)
As such since I belive the pandaran heritiage armor is coming out in Midnight you wont need WW to get it.

No, the "The War Within" expansion is not necessary.
If you pre-order Midnight you will receive WW now "including" in the price. Basically early "going to be free with release of Midnight anyway" bonus. If OP doesn't want to pre-order, they won't be able to play WW content until Midnight is launched though.
The Pandaren Heritage Armor should release with 11.2.7 that will go live in early December.
We don't know yet if the quest for it will require level 80 yet. Technically, you should be able to unlock it, as long as the quest doesn't require you to be over level 70. Have to wait and see how it goes on live.
