You can play the building part with almost no effort, there's lots of decor available that's not gated behind any kind of grind. Also, some grinds are absolutely trivial - had to get spare parts for Mechagon decor yesterday and it took me maybe 1h for everything, cause you can just go into the instance, pull the whole place and kill it in two globals. I'm sure there are other examples like that. Do some decor items require more commitment? Sure. Do you need all decor items...? That's for you to decide, but you can still play the building part with next to no effort, if you so desire.

I’ve played since WotLK. You know how many times I’ve run the dungeons and raids from every xpac when it was current? Do you know how many times I’ve run them since they weren’t to farm achieves and missed tmogs, mounts, and pets? Do you know how many troops I recruited for my class halls across about 6 classes? Do you know these were all done in my given time for my hobby? These are rhetorical by the way and I don’t expect a genuine answer.
Now, here comes Blizzard. Some achievements are not retroactive, meaning we have to do things we’ve already done again. We have a new crafting reagent that drops in 1-3 increments (anecdotally about 80% give me 1 per node), and to craft everything probably costs in the thousands. I have to recruit troops all over again. I have to run dungeons I’ve already completed multiple times over the years from being current, cosmetic farming (WotLK pets as an example), Timewalking, challenge modes, mythic plus, and recently the Timewalking event near Caverns of Time. The good thing is that if you only need 1 you can just one-and-done the instance, but you need to run it multiple times to get the same piece multiple times.

All these things add up and seem rather daunting. Which is also kind of silly given how Blizzard has used things seeming that way as bad design (paraphrasing), if I remember correctly. Mainly talking about class/spec design.
So yes, while you are correct in that getting these things can be done gradually over time, Blizzard has implemented a system that requires high gameplay time to get things quickly for what you want to do. Especially when considering these are things to do outside of time you’ve already allotted to the game for other things.

Please don’t misunderstand. I’m not putting 100% of the blame on Blizzard as it is ultimately on the player, but that does not mean Blizzard isn’t partially responsible for the game design and how it influences player behavior. Hell, they literally made a loading screen tooltip basically telling people to go touch grass because of it.
To summarize what you said in a more abstract way, the issue is Blizz not respecting the time of players and the investments they've made into the game.

It's one of the main reasons people likely quit the game: they feel the game is wasting their time, and not in a good or fun way. Anecdotally, of everyone I know who has quit the game (hundreds of people at this point), this reason was the number one reason they quit by far. Who wants to play a game where you put in hundreds of hours to achieve something, only for Blizz to say "Alright, we're going to wipe everything, do it again!" or "We're now going to invalidate all your time and effort put into this aspect of the game and give it away for free to everyone!" Such things are reasonable to some extent if they're gating core aspects of the game, but for optional content it's a piss poor idea. It just reinforces the idea that you shouldn't bother playing the game or investing any time into the game because chances are Blizz will just invalidate that investment later.

“It's not an endlessly expanding list of rights — the 'right' to education, the 'right' to health care, the 'right' to food and housing. That's not freedom, that's dependency. Those aren't rights, those are the rations of slavery — hay and a barn for human cattle.”

And now they are making a mockery of the system with that raising BS.

Of course there has to be some dogshit progress bar related to any system.
They just can't release this as 'here you go with housing and have fun'.

I've unlocked level 4 only with stuff readily available at vendors. That's already a ~1700 item cap and iirc 36 room cap. That's enough to build a big and detailed house.

Already completed on all 12 classes. And yeah, mostly abused lethal encounters. It still takes a while to kill 20 troops.
