Never seen that particular occurrence before, no. I have seen some weirdly similar echoes that look like it throughout TWW zones, though, usually where the floating orbs that give Resonance Crystals would normally spawn. They resemble grids with the same floating particle effect, although they're only the size of the orbs that would sometimes spawn in those places.

Just DX and WoW things. I've seen the mysterious floating texture box a few times. Unless it's happening a lot, nothing to worry about. If you see full on artifacting of textures like this then you've got a potentially unstable GPU, but this isn't that. It's just normal WoW spaghetti code fuckery.

I often see some orbs near mailboxes. Non-targetable, just some old-style orb near each mailbox. Dunno what it is.

I generally only see these things in Hallowfall and the Isle of Dornagal zones, and then only when I get close to where those orbs would otherwise spawn. I've yet to see this anywhere in K'aresh in either phase of the zone. I assume it's just a graphical anomaly in the client files themselves, some kind of spawn marker accidentally made visible by faulty code somewhere.

I would imagine it's probably the same issue, except affecting those little speed orbs during that WQ instead of the crystal orbs I keep encountering. I don't know, I'll keep my eyes peeled the next time I do that WQ and see if I don't see the same thing - I've encountered this issue so long that my mind sort of auto-screens it at this point, I have to go looking for it to even recognize it's happening.

Doesn't appear so. I went to the closest place I could to approximate the spot in your screenshot and didn't see anything out of the norm. Of course, I don't always see those effects 100% of the time when in Hallowfall, either; so it's possible I missed whatever glitched spawn causes it.

ok, now that wq isnt there i went there, and still the box are there, not exactly at the same spot i did shot the first one. the fun thing is: when i left the phase thing of karesh and went back to normal, the box just disappeared, so looks like the phase thing, at least in karesh, triggers it

I have been seeing this in various places throughout the expansion and have always figured they were some kind of graphics thing that Blizz did as a hint to future content. Not a bug, but an entirely intentional thing that they will do a throw back too in a later patch or in TLT.
My personal conspiracy at first was that this was a hint at Azeroth's place in the Eternal One's universe, where all of it is manufactured and stuff, small glitches in the matrix that are happening cause of what Azeroth is going through, and being something that will eventually tell us more about the part the Eternal Ones played and play in Azeroth's story and future. But, since we have seen exactly zero stuff about any of that (the Eternal Ones) in either DF and now TWW I don't know if that's still something I really believe in. It doesn't seem to be a storyline in Midnight either.
So maybe in the end it IS just some weird graphical artifact that Blizzard never quashed. I just don't quite see how that would not turn up everywhere else in the world too.
I think it's just a graphical anomaly that occasionally spawns in the place of "resource orbs" for lack of a better term - anything that the PC can move through or into that either confers a buff or gives items, like the Resonance Crystal Orbs in Khaz Algar, or those speed orbs in the Phase Diving WQ near Hosaas' Rest. I saw a few in the Midnight Beta as well, occasionally in Harandar, although I don't know what they were there as I don't recall any floating orb-like doodads you could interact with in Harandar.
