They are there, under the custom sets tab. You have to apply them to a new set and then tell the set when and where you would like it to appear. IE on the camp screen, in a city, in combat, etc...

Because you need to buy the new Slots, and assign transmog sets to them, then define things like what situations you would like those transmogs are automatically applied to.
