[Outlaw] Why is Between The Eyes stackable buff losing stacks?

So i had the brilliant idea to make a spec to stack Between the Eyes buff a lot…but the buff is losing stacks randomly mid buff…

Why?

Most likely because the buff stacks but does not extend the duration which means each stack has its own timer.

Yeah, it's how these have always worked.
Would be a bit silly if you could stack 4% damage buff ad infinitum just by using it every 12 seconds.
