You're just demonstrating that you don't play the game. Blizzard had no obligation to release anything meaningful for D2 and no one expected them to do so. This is a 25+ year old game - getting any new content at all is a surprise and this expansion is packed full of goodies.
$25 buys you:
--NON-QOL STUFF--
The Warlock Class
New Terror Zones and a reworked TZ system
A new endgame grind (Colossal Ancients - basically a whole new system above Ubers, which is a big deal since grinding is literally the whole endgame).
New runes(!)
New runewords(!)
Reworked runewords (so older poorly balanced ones are made useful)
New Uniques
New Sets
The Chronicle (an in-game completion tracker and reward system, again a massive addition)
--QOL STUFF--
More stash tabs
Stackable gems and runes (honestly it cannot be understated how huge this is)
A built-in loot filter(!)
Extra character slots
Separate eras so you don't need to advance full build characters if you don't want to
Frankly the only possible way you think that $25 is too much money for all of that is if you don't actually play D2. It takes easily 200+ hours just to level a single character to 99, and far more to farm out a full build.
