Blizzard is notorious for doing their own thing, for their own reasons. Everyone knows Elves are popular, which is why we got 'Dragon Elves' and 'Wild/Troll Elves' recently.

But statistics don't take into account outliers like dedicating resources to make Bearded Female Crystal Dwarves that absolutely no one was asking for.

We get what we get at their discretion, regardless of data points. They even went out of their way to put effort into making Kul Tiran giant humans playable out of sheer guilt, putting more effort into making it possible than all other Allied Races combined. And they are amongst the least played races.

If statistics really mattered, we wouldn't have gotten Earthen at all, really.
That’s a strong point.

However, there is a market in terms of body size and appeal. Kul Tiran makes complete sense out of all the recent implementations. However, the playerbase might not be that interested in fashion design and political message.

Also, specific races have dominated PvP for two decades - Humans, Orcs, and Night Elves. This specific statistic is as useful as saying 'oil is expensive' without any context.
