Anyone with any idea on the DPS gain of this set? On paper it seems absolutely mediocre but I'm interested in numbers... I appreciate the gains are dependant of the targets hit but the set is pretty vague on the proc chance.

There was a google doc that Wowhead linked fairly recently. According to that, it's just over 3% (ST) compared to no set and just under 1.5% (ST) from 2-piece to 4-piece.
