Things with more then 10 min cd can not be used in Arena.

And since 2.3, armor with Use effect cant be used in arena either.

You can still wear it, and the stats are good. Use effect is fun in duels or world pvp / BG's also.

You can equip the item and enter arena battles with it, sure, but the "on use" ability cannot be triggered during an arena match.

15mins is in fact, the cut off. There are various trinkets with 16min CD's because of this i think
