Potential replacement for paralyzis

I saw something about blizz perhaps removing paralyzis from the shaman elemental tree. This could be a good alternativ:

notice the 15 min cd, that would by all right keep it from being used in arena since that would be potentially very OP.

Im also avare tht this might be considered a tradeoff since elemental shamans really could use some pvp buffing but you gotta admit its pretty cool xD

i guess a 1 sec cast would be better.. or 1,5. Really a shame that blizz overlooked the coolest part os shamanism.. bloodrites, voodooism, spirit communion

What I said on the europe forums:

I don't think the old Paralyses should be whiped off allready, I liked it. Instead of decreasing casting/attack time it should also increase your enemy's global cooldown.

I would be happy with the old version too though.

Well I wasnt saying i want them to remove paralyzis..

had a few other ideas. Pve ones though. Feel free to post youre own ones, i´d love to se what neat (and realistic) stuff you can come up with!
