Well, Blizzard said they want to change the way, the Dispell/Buff/Debuff/Purge/Cleans/etc System works anyways, but yes, this is extremely powerful since you almost always have some kind of magic debuff or another on a focus target.

The glyph states it only heals when removing "harmful" debuffs. Meaning, by the mechanics of the spell, against enemies you would remove buff's/friends would remove debuffs.

This will only heal allies...
