New Windfury Ranks

Does anyone know what's up with the 3 new ranks of Windfury Weapon?

Before TBC came out we got a new rank every 10 levels, and the last one at level 68 in TBC. In what we have listed for new enhancement spells that are coming out in WotLK, there are 3 new ranks from level 68-80 (Although they are all listed at level 68) with the last rank giving us almost 3x the AP (1250 AP) on the procs as our current (Rank 5, 445 AP). I was wondering if anyone knows what level we're supposed to get these ranks at, or has blizzard just sloppily thrown them in for now?

they were sewing those rank in a last minute, so they kinda forgot to give them appropriate level, my guess is 79/80

The WF talent has been changed for ages from increased AP to just a 40% increased Damage on a WF attack.

I have an explanation for this one, actually.

With increased attack speed due to WF totem (always gonna be on, I assure you) we are going to miss a lot of WF procs. Perhaps Blizzards are giving us stronger procs to compensate for they rare rate. To be honest, we will have WF totem AND flurry as always-on mode, considering Flame Shock - Maelstorm Weapon - Lava Burst in basic rotation. Also, not that we will have a lot of slowish weapons in WotLK. From what I have noticed, we gonna be the only class to use slow one-handers now. Not sure about rogues (close-quarter fighting anyone?) but warriors are going Titan's Grip. And I have impression that Death Knights will prefer huge two-handers. In this case Blizzards will make our favorite slow weapons (2.6 isn't slow enough to be frank) rare drops, as they benefit only 1 class out of 10, and even 1 spec out of 30.

Huntards can use slow weapons, too, but who cares. They can use anything, and they are our loot rivals number one. Again.

BTW, I really want to see exact numbers of WF proc crits with two-hander if these ranks gonna be in live. Not that we want one-shot cloth, but everything is possible.

just because u said so ? my 2.6 attack speed weapon goes to 1.65 attack speed whens wf totem and flurry, that means one out of 2 attacks will be able to proc wf.
