I don't have beta access or even a priest for the PTR so I was just wondering:

Does it proc even if you overheal by only a little bit? Say 100...

I know the old incarnation required something like 50% or more of the heal to be overhealing for it to return mana...

It would seem like it's a huge boon to holy priests if they can overheal by a marginal amount and still get 25% of the mana cost back.
