How does Art of War work at different levels?

I noticed today on my lvl 70's ret paladin that if I spec for Art of War, it's just a passive talent and activates and does what it says it does. But then I went on my 80 ret paladin and she received art of war as an actual, no mana cost ability, which you always have to keep up, last 15 seconds, and has no global cooldown. Is this a bug or is it intended?

Seems like a bug because on the ptr my mage has a similar problem when speccing into focus magic. When i get Focus Magic i only get the proc and not the actual buff in my spellbook. so its either a bug or they just mixed up the talents/procs.

Aye, it's a bug Art of War should behave just like it does on level 70.
