before the last patch it was just another of the rings of the 3rd chest....
dunno if they changed it though

It has always been that. If no one in the raid could get a bear another 3rd chest ring would drop them. You can actually check wowhead for it.

It will be changed according to Blizzard to a random Zul'jin quality item. I've also heard the possibility of a mini bear pet.
