On live it takes 494000 xp to go 60-61 on the PTR it is 290000

Yeah, it will be reduced. I've read it several times on a lot of different WoW forums (Including the official Blizzard form http://forums.wow-europe.com/). But I've not searched enough to find a blue post.
Yes definitely being reduced and coming in patch, not just wrath.

All lvl 60-70 levelling has been adjusted to be a similar rate to the 20-60 changes introduced in patch 2.3. ie: a lot less XP required to level (30% I think from memory) and 20% more quest XP per quest. Might be the other way around, either way 60-70 will be WAY faster when patch 3.0 hits on Tuesday 14th October US and Wednesday 15th October EU. This was confirmed by Nethera in a blue post the other week.
