Did they change Improved Divine Spirit to only grant 100% of spirit gained from Diving Spirit from a % of the total spirit the person has?

cuz im almost sure that it used to be like that, were if you had Divine Spirit, it gave you a lot of extra SP based on how much spirit you had.

or was it always like that, the 100% of spirit gained from Divine Spirit?

You are correct, it was changed. The change was to help the casters that didnt use spirit as much. Pally, shaman etc... It was 10% of the characters total spirit.
