Okay I seem to be getting different answers from all over the place.

What is the spell hit cap, melee hit cap and expertise?

367 non draenai spell hit
mele hit cap unsure off, I don't attempt to cap it
214 exp cap

341 is Dran. spell hit

367(14%) for non draenai spell hit if you have a SP in the group (spell hit cap is 446 (17%), sp grants 3%)
214 exp rating (26 expertise) for dodge cap until 3.1, at which time it will be 142 expertise rating (17 expertise)
as far as melee hit cap don't worry about getting there, getting that much hit reduces too much ap
