Block Value or Block Rating

I need a little help please with my pally tank.
I know there is a difference between BV and BR, but what is it?
The percentage that is shown on the character sheet, is that BV or BR or neither?
Also, where do I find either of them if it isn't on Character sheet? and how do I calculate it?
If there is a place I can go to learn/read all this, it might be easier to link it than to just write it all out.

and as far as stats go, Str affects BV, right?

Yes. 2 Str = 1 BV.

With talents + kings 1 Str = 1.25 Strength
2 Strength = 1.35 BV (Redoubt + Meta)

So, 1 Strength = .8125 BV effectively.

Once you get to 102.4% avoidance stacking Block Rating is no longer any benefit, however you can continue to improve the block value as it will increase threat (SoR)and decrease incoming damage from each and every attack assuming 100% uptime with Holy Shield)
