It was supposed to be a pre-emptive reactive healing spell like a single target version of CoH...
I could see how SS could be extension of this, you throw it on a target, they take less damage.. but the more I think about it, it's just a weak PWS with +crit attached to it.
Damage reduction is better than heals though for sure.
