Is Silent Resolve really up to all the hype?

Was hoping if u all could help me out with this 1
theres nothing better then having someone dispell u and wasting 2-3 global CDs but it seems for example mages just spellsteal me and get my shield and buffs with ease..

It look really good on paper but i just dont know if its worth 3 points.

what do you think? ps please troll elsewhere if u plan to..

It's worth it and mages' dispel is quite expensive (around 650 mana for 1 buff). I often encounter disc priest who put up fear ward at the game start and my goal is usually to remove it and fear them. Quite often I spend a nice chunk of time dispelling them until FW goes down. It's definitely worth it, don't go without it.
