HoJ in PvP usually gets trinketed when its used so its nothing more of an interrupt (with a ~0.5 sec incapacitation depending on enemy skill and latency). In fact it might aswell be changed to: "Interrupts your target, and resets their insignia cooldown".
So why are we paladins stuck with a 60 sec cooldown interrupt that's on the GCD when every class has theirs off the GCD?
