But if it's true then damn.. Holy Paladins get 1min Lay on Hands 4mins of talents 5mins from glyph.. isn't that a bit unbalanced?

Erm are you sure? I'm looking at em right now and though DI is dropping from 20->10, LoH has no such comment.

• 
  Divine Intervention: This ability now also removes Exhaustion or Sated from a target if the recipient is out of combat when the effect ends. In addition, the cooldown on this ability has been reduced from 20 minutes to 10 minutes. Cannot be used in Arenas.
• Flash of Light: This spell no longer causes a heal-over-time effect unless the player has the Infusion of Light talent.
• Lay on Hands: This ability will place Forbearance on the paladin if used on his or herself. It will not place Forbearance on others.

Then whats up with the patch notes ? and besides... all long CDs are geting reduced so it make sence for LoH aswell.

No only Raid-recovery CDs and Inferno/AotD are reduced.

P.s. I was thinking more like 5-6 m LoH with glyphs plus tallents instead of 15-20 m [or 1 m :P ]

If it was reduced to 10 minutes, you would have T3 paladins spamming LoH without a cooldown.

IMO, LoH should be 1/2 the CD and 1/2 the amount healed, and the glyph minor reduces it's CD by 2.5 minutes.

So:

Untalented/unglyphed: 10 min CD, 50% max HP heal.
glyphed: 7.5 min CD, 50% max HP heal.
Talented/glyphed: 3.5 min CD, 50% max HP heal.

Yea i was thinking about geting half LoH for less CD aswell [like the instant priest heal on the holy tree] i can even use it as retri if its not to deep [again like the priest tallent on the 3 tier]

It still is tank saver since it doesn't provide forbearance... unless you were saying no to the PvP OPness =P
