Does the ret 2T10 bonus disregard the standard GCD?

I've exerienced it a few times, mainly on trash before the fix to SoC.

it still procs nonstop for me on trash when i have SoC up :-\

Mine doesn't proc nearly as much as it used to, and others have reported the same thing.

/facepalm, you know if something proc and your agro is too high stop using it
because dead dps = lower dps then someone surviving the complete fight even if you do 20k dps for 10sec..

Once you start drilling, it's hard to just go full reverse and stop, y'know?
