in the Officer's Quarters in Orgrimmar/Stormwind. there are some vendors check them out.

By the way, the best gear is like this: (from best to worst)
Wrathful, Relentless, Furious, Deadly.
Get the highest you can get, they are also more expensive but its worth it.
some gear you need rating in arenas
You can also buy arena gear in Dalaran Sewers.

The arena Master in the Dalran sewers.
Or The Hall of legends in Orgrimmar.
Not sure of the name of the one in stormwind though
Either way a guard can direct you to all three
