Celestial Steed Level Question?

Hey, does the Celestial Steed work for toons that are between 20 and 40 as a normal ground mount? The 60% one?

it scales with your mounted riding skill so from 20 to 40 its stuck on teh ground and the same speed as the old slow ass mount .when you get epic ground mount training at 40 its speed upgrades flying at 60 etc and so on.

But yes, when you hit 20 you just get training, use it a you can ride it a 60% speed! Yay!
Note: you never have to pay for a mount on any character ever again.
