No. Because 900 rating scrubs with full Wrathful gear equiped aren't exactly hard to beat just because they got an "omg high gs!", plus the fact that there usually are more retards then players with half a brain or more playing on the PTR.

But it DOES matter towards how easy it is to actually launch those crits. Also, the fact that you said you can actually "stand still and nuke" as an Elemental Shaman proves how awesome those people you faced actually were.

Not that I remember. (Currently it has 1.5 min cd, pvp spec brings it down to 1min)
