Is blacksmith power-up bugged?

I did Arathi Basin several times this week, and everytime I try to get the Blacksmith power-up I can't.

possible that its bugged. have you opened a tickeck or said anything to blizz?

I have noticed the same thing happen in EotS at FR from time to time. I have to run away form it and run back it hit it dead center to get it

This happens to me from time to time at various power-ups, I just figured there was some internal timer that prevented you from grabbing one too soon after taking a previous powerup.
