This is actually wrong, the reason they added the internal cooldown was because of Shadow Priests. Vampiric Embrace was counting as a heal for this spell, so every time you did any damage it would proc 5 times, once on yourself and four times on your party. Since this meant you would get five procs on every single DoT tick, direct damage, Mind Flay tick, ect, it basically resulted in infinite mana for the Shadow Priest. They mentioned Shadow Priests in the Blue post explaining that they added the cooldown.
I'm pretty sure druids, like more healers are haste capped in ICC, so even blanketing the raid, you'll get 55 mp5 max from it. Since 1s will be the closest time between each tick for any hots for a druid without rapid rejuv. With it, you can potentially get it, but you need a lot of haste. The other option is waiting between each cast to get an uneven flow of ticks of hots. Now, I do not know the exact mechanics of each a druid has, but getting to the 0.4s CD is nearly impossible, even for a druid, when playing correctly.
