Will the Vanquisher title be avaiable for characters that level past 70 on an account where the owner has already recieved his/her Vanquisher titles?

Will the Vanquisher title be avaiable for characters that level past 70 on an account where the owner has already recieved his/her Vanquisher titles?

From last year, the character had to be lvl 71 or up when they distribute the title.

Yeah, that sucks, I have a 66 shaman that I want it on but dont have time to level it so I will probably miss it.
