The Impact of a Level 70 Item

We all know certain items were used in arena to give some sort of godly buff, usually superior to what stats they lost from taking the item, and they all get nerfed shortly after. I then remember that I had that old neck from SSC (http://www.wowarmory.com/item-info.xml?i=30008). I was wondering, does the reduction work in Arenas, since it is pretty IMBA to classes who don't have the "pvp isnt so hard on me" talents.
