Depends what your stats are.

If you are at (or very close to) your soft caps without a weapon, go with Nibelung.

The proc from nibelung is really situational, they often attack the 'wrong' target (e.g. add's on Lich King) and regularly die to AoE damage. Personally I avoid the staff since I managed to get a decent MH/OH for my offspec (boomkin).

Compared to heroic Nibelung, you need quite a good MH/OH to make up for the proc (beyond soft caps). Specifically, Bonespike normal + SSS heroic is not as good as Nibelung heroic.

Then again, the BiS combination Bonespike hc + SSS hc is a lot stronger than Nibelung. Also, for some gimmick fights, Nibelung cannot compete (BQL).

Other staffs cannot compete with Nibelung as long as you have your soft caps.
